Annual Business Meeting

September 30, 2016 – Queensbury, New York

The NYSASIC Annual Business Meeting was called to order by President Jack Welch (Orleans County) at 10:30 am in the Iroquois Ballroom, Six Flags Great Escape Lodge, Queensbury, New York.

The minutes of the May 13, 2016 General Business Meeting were reviewed and approved on a motion made by George Salem (Dutchess County), seconded by Steve Button

(St. Lawrence County), passed.


A copy of the Treasurer’s Report was distributed to the group for review and a detailed report was given by Amy Clute (Warren County), Treasurer. Amy noted that many of the expenses from the fall conference had not yet been paid. Total checking and savings balance as of 9/26/16 is $52,027.61. Details as follows:

Total Revenue from 5/6/16 through 9/26/16           $19,726.35

Total Expenses from 5/6/16 through 9/26/16          $25,529.21

The Treasurer’s Report was approved on a motion made by Amy Poff (Tioga County), seconded by Dorraine Whitney (Ulster County), passed.

The 2017 NYSASIC Spring Conference will be held May 3-5, 2016 at the Best Western Plus Captain’s Quarters Hotel & Conference Center, Oswego, New York.

Under old business, Jack Welch reported on the New York State Assembly & Senate bills that would have mandated coverage for certain cancers under the VFBL (A05518), about which NYSASIC expressed concerns recently as an organization. The bill did not become law.

Under new business, Michael Lally (Oneida County) reviewed recent relevant legislative activity. Other than the halting of the A05518 as mentioned by Jack Welch, there has been no movement on relevant bills.

Also under new business, Officers’ and Directors’ Elections were held. The offices of president, vice president, and secretary are up for election, as are one board seat and the past president position. Nominations from the Nominating Committee were as follows: Robert Chetney (Oswego County) for President, Dorraine Whitney (Ulster County) for Vice President, Lindsey Burgess (Wayne County) for Secretary, Jack Welch (Orleans County) for Past President, and Kim Godreau (Franklin County) for Board Member. Jack Welch opened the floor for any additional nominations. There being none, the Secretary cast one ballot for each of the aforementioned individuals in their respective nominations.

Debbie Clough-Gitchell (Coventry Workers’ Comp Services) won the $25 Amazon gift card drawing for completed conference surveys.

The meeting was adjourned on Friday, September 30, 2016 at 10:37 am on a motion by Judy Villa White (City of Glens Falls), seconded by Dixie Perkins (Wyoming County), passed.
