New York State Association of Self-Insured Counties

General Business Meeting

Friday May 9, 2008

The NYSASIC general business meeting was called to order by President Amy Clute at 10:15 AM at Riveredge Resort Alexandria Bay, NY.

The minutes of the September 28, 2007 General Business Meeting were reviewed and approved on motion of Robert Bilsky, seconded by Darlene White, passed.

Colleen Capwell gave the Treasurer’s report.  As of September 25, 2007 the savings and checking account balances were $35,731.74.  The association has taken in $26,032.06 in revenue and had $27,580.68 in expenses.  The majority of the expenses were from the fall conference, $8,671.05.  The associations ending balance before paying for this spring 2008 conference is $34,183.12.  The Treasurer’s report was approved on a motion by Paul Casey, seconded by Soni O’Bryan, passed.

The 2008 NYSASIC Fall Conference will be held October 8-10, 2008 at the Radisson in Corning, NY.  This is right before Columbus Day weekend.    The board will be meeting in the middle of June to discuss fall conference topics, so please let a board member know of any ideas you may have on topics and/or presenters by June 15, 2008.

Under old business Amy Clute asked those present their thoughts on the NYSASIC website.  Deb Burnham said it was great.  Monica Farquhar Brennan said it must be helpful in saving postage.  Amy Clute confirmed that the website helps cut down on postage but indicated the association is still sending out some hardcopies.  Amy also mentioned that some vendors are using the wrong forms.  Vendors should use vendor forms not municipal forms.  Amy has also received calls from some counties who have discovered our association as a result of our website.  Jennifer Pitarresi asked about the outdated agenda on the website.  Amy indicated it is a sample.

Amy asked for any comments on the continuing education credits.  Monica Farquhar Brennan said the credits are helpful and reasonably priced.  Amy said approximately 20 attendees took advantage of the credits.

For new business Susan Lent reported that the Board passed that our association will do a Memorandum of Opposition to the proposed changes to expand a leave of absence under Section 71 NYS Civil Service Law.  Susan also mentioned that there is a NYSAC booklet that her county received that has a good article on risk management in nursing homes and a section on legislative updates.  Bill Baker from Saratoga received it from NYSAC by asked to be on the mailing list.

The four officer positions along with two board of director positions, past president and Lynn Milograno’s seat, are up for election.  The nominating committee is comprised of Darlene White, Bonnie Szpulecki, and Gail Hughey.  Chairperson Darlene White nominates Amy Clute President, Deb Burnham Vice President, Amy Poff Secretary, Colleen Capwell Treasurer, and Lynn Milograno and Dixie Perkins for board of directors to fill those terms.  President Amy Clute asked for any nominations from the floor, but there were no additional names provided.  Secretary Amy Poff will cast one ballet for slate of officers as presented.

The meeting was adjourned at 10:25 AM on the motion of Bonnie Szpulecki seconded by Soni O’Bryan, passed.

Respectfully Submitted,

Amy Poff

Secretary
